Summary
The City of San Marino ("City") is issuing this Request for Proposals (RFP) 2025-RFP-027 for Multi-Family Residential Development at the Stoneman Site. All submittals are due before 5:00 pm on Tuesday, March 10, 2026 to identify and select a qualified development partner for the development of multi-family housing on a portion of the existing Stoneman site. The City seeks a team with proven experience in designing and constructing high-quality multi-family residential projects that align with the City’s newly established RM1 (Multi-Family Residential) zoning standards and certified Housing Element. The selected Developer will work with the City to create a thoughtfully planned community that delivers needed housing and reflects the character of San Marino.

The City of San Marino (the “City”) was incorporated in 1913 and is a full-service, general law city, governed by a council-manager form of government. The City employs approximately 112 full-time employees and 28.54 part-time FTEs. San Marino has a population of about 13,000. Encompassing approximately 3.8 square miles, San Marino is in Los Angeles County situated between the cities of Pasadena, South Pasadena, Alhambra and San Gabriel.The City is home to the Huntington Library and Botanical Gardens, Lacy Park, and a top-notch school system. It is a vibrant community renowned for its rich history, architectural heritage, and commitment to excellent public services. The City strives to preserve its unique character while ensuring the sustainability of its infrastructure and amenities.The Stoneman site is a City-owned property located at 1560 Pasqualito Drive (APN 5323-008-900), north of Huntington Drive in the southwestern portion of the City (see Exhibit A for aerial photograph of project site). The site is 2.86 acres, with approximately 1.30 acres consisting of the historic Stoneman school building, which is now home to the City’s Recreation Department. The remaining 1.56 acres consists of the play area and portion of the parking lot from the former school, as well as a non-historic vacant storage structure.The Stoneman site is included on the Housing Element Sites Inventory to provide capacity for 49 very low income units to help meet the City’s Regional Housing Needs Allocation (RHNA) of 397 units. As part of Housing Element Program 1.7, the City rezoned the Stoneman site from R-1 to a new RM1 (Multi-Family Residential) zone, allowing residential densities between 30 and 40 units per acre. The City plans to subdivide the property , separating the school building parcel (1.30 acres) from the development parcel (1.56 acres), which will be made available through this RFP for multi-family housing development. The City requires that the entire 1.56-acre parcel be developed at a minimum of 32 units per acre, resulting in at least 49 units. The school building parcel may also be incorporated into the project to provide administrative offices or resident services.The Stoneman site has excellent potential for redevelopment, as it is located in a Difficult Development Area and could achieve a perfect score in a 9% Low-Income Housing Tax Credit (LIHTC) application, making it well-suited for a tax credit project. A realistic capacity analysis demonstrates that a density of 40 units per acre is achievable on a 0.5-acre site using the anticipated RM1 land use controls. Applying this standard to the 1.56-acre redevelopment parcel confirms that the required minimum of 32 units per acre (at least 49 units) is achievable. Development standards for the RM1 zone, including maximum height, setbacks, parking, and open space, have been established by the City to ensure maximum density can be achieved while maintaining neighborhood compatibility. See San Marino Municipal Code Section 23.20.03.The selected Developer will be responsible for all aspects of project planning, design, entitlement, and construction, including conducting environmental review once the full development plan is identified. This RFP presents an opportunity to create high-quality, multi-family housing that supports the City’s Housing Element objectives while complementing the character of the surrounding community.
