The City of Santa Monica (the “City”) seeks proposals from qualified vendors for a comprehensive software system that will enable the City to efficiently and accurately collect, process, and report ridership data from Automatic Passenger Counters (APCs) on its Big Blue Bus (BBB) fleet to the National Transit Database (NTD), in compliance with the Federal Transit Administration (FTA) requirements.

The City of Santa Monica's Department of Transportation (DOT) operates Big Blue Bus (BBB), a transit agency with 17 routes serving the City of Santa Monica and much of West Los Angeles. BBB currently operates a fleet of 195 buses, with 71 buses equipped with Automatic Passenger Counters (APCs). The expectation is that the entire fleet will eventually be equipped with APCs. BBB's fleet is expected to be between 188-195 vehicles during the duration of this contract. In FY2024-25, Big Blue Bus provided over 10 million rides in a 58-square-mile service area. BBB's Planning and Performance Division is managing this procurement and is responsible for NTD reporting. The Planning and Performance Division is also responsible for planning and scheduling short- and long-term operations, as well as compliance with federal, state, and local laws regarding operations, federal reporting, and tracking key performance indicators.
