Summary

The City of Santa Monica, (“the City”) is inviting proposals from qualified firms or team of firms interested in providing professional consulting services to the City’s Mobility Division for the Systemic Crosswalk Improvements on Ocean Avenue, Colorado Boulevard, and the intersection of 23rd Street and Hill Street (“the Project”). The Mobility Division is charged with advancing the City goals of: reducing emissions by converting 50% of local trips from cars to other modes; creating complete and connected multimodal roadway network accessible to users of all ages and abilities; and eliminating severe and fatal collisions by end of 2026 (i.e., Vision Zero). This project advances these goals on major corridors and directly impacts the City’s Vision Zero goal to eliminate severe and fatal injury crashes.

Full description

In 2022, the City of Santa Monica completed its Local Roadway Safety Plan (LRSP), which builds on previous Vision Zero work by analyzing the most recently available crash data to prioritize safety improvements throughout the City. 23rd Street & Hill Street was identified as the 5th most important unsignalized intersection by number and severity of crashes. During the analyzed period of 2015 - 2019, 23rd Street & Hill Street had eight (8) crashes, one of which was fatal or severe. Portions of the Ocean Avenue and Colorado Ave corridors were also identified as high-priority corridors based on crash history and safety concerns for vulnerable users. According to the updated crash data, there were 13 bicycle and pedestrian crashes at intersections along these corridors from July 2020 to June 2024, three (3) of which resulted in severe injuries. Crosswalks with new signs and striping were installed at the project intersections along Ocean Avenue in 2023.This Project is grant funded, with a local match, from the California Department of Transportation (“Caltrans”) Highway Safety Improvement Program (HSIP) (federal funds).
