Summary
The City of Sierra Vista is requesting bids from qualified Contractors for CDBG Funded - Henry Jones Legacy Park Phase 1 Construction, 2026-IFB-029-GR277 to be received no later than Friday, March 6, 2026, at 5:00 pmLocal AZ Time. All bids received after bid response deadline will not be accepted.The project proposes the construction of a phased pocket park. The site improvements included in this first phase of the park include a base scope of work as well as a bid-add alternate scope of work which may or may not be awarded based on available funds and budget variables.The base scope of work includes tasks such as site grading, the construction of concrete sidewalks and slabs, drainage improvements, grouted rip-rap, culvert installation, some landscape, some irrigation, as well as empty conduit with pull strings for future lighting and electrical needs.The bid-add alternate scope of work includes additional landscape and irrigation along Fab Avenue and south of the concrete slabs. Also included in the bid-add alternate are decorative screen panels, a park monument sign, shade structure and LED-lighted splash pad- pending funding.In is noted that another project will be in the process of being constructed along Fab Avenue at about the same time as this project is being carried out. The Contractor will need to coordinate with work being performed on project TR-087 Sierra Vista Connectivity Phase 2. This project includes street improvements on Fab Avenue from Fry Blvd to Veterans Dr. These improvements include sidewalk construction, curb, gutter and sidewalk, asphalt parking along the existing street as well as a scupper that will drain onto the west side of the park property.It shall be the Contractor's responsibility to complete the work specified here within and supply any incidental services or accessories necessary to make the work complete and perfect in all respects and ready for operation. Any apparatus, appliance, material, or work not mentioned in the Specifications, or vice versa, or any incidental appurtenances necessary for the system to operate as to the intent of these Specifications, even if not particularly specified, shall be included in the bid price and furnished, delivered, and installed by the Contractor without additional expense to the City of Sierra Vista.
Full description
The City of Sierra Vista acquired the 1.26-acre property on the southeast corner of Fry and Fab Avenue in October 2020. Once the property was acquired the City used an EPA Brownfield Grant administered by Cochise County to fund conceptual designs for its future redevelopment. The purpose of the redevelopment was to address longstanding drainage issues south of the intersection of Fab and Fry, and to add more public parking needed for a more pedestrian-focused area of town. The proposed pocket park will also provide a public gathering space to serve as a venue for events at the west end of the City and to help encourage people to enjoy the area.On June 12th, 2025, the Sierra Vista City Council voted to dedicate the planned City Park, as the Henry Jones Legacy Park in honor of the man who was a former Buffalo Soldier and known as the West End night watchman. Henry Jones was not only a former Buffalo Soldier but was a veteran of two world wars. After Fort Huachuca closed in 1947, Jones took it upon himself to patrol the community each night. At the time, there was no local law enforcement and Jones patrolled our small community from 7th Street to the gates of the fort until Sierra Vista was incorporated in 1956. Since the Fab Avenue property is located in the heart of the historic West End that Jones patrolled, it is an ideal place to honor his legacy.This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
