Summary

Effingham County Board of Commissioners is soliciting proposals from qualified firms to provide Construction Manager at Risk (CMAR) services for Marlow Water and Sewer CMAR Project. Services include pre-construction planning, cost estimating, constructability review, GMP development, subcontractor bidding and management, and construction oversight.Proposals must be submitted electronically through the County’s eProcurement Portal by 2:00 pm (Eastern Time) on Friday, March 6, 2026. Only the names of submitting firms will be available until a contract is awarded.The County reserves the right to reject any or all proposals, waive technicalities, and modify the project scope as needed. Detailed submission instructions are included in this RFP. If you do not intend to submit a proposal, please select no-bid.
