Procurement Details: The Greater Orlando Aviation Authority seeks to extend an existing three (3) year Sole Source Lease Agreement with Conrac Solutions Operators, LLC for the Temporary Quick Turnaround (QTA) Ready Prep Equipment located at Terminal C, Orlando International Airport. The current agreement expires on March 31, 2026.Estimated Value: $1,840,000.00Term (Years): 2 yearsVendor: Conrac Solutions Operators, LLCJustification: Conrac Solutions Operators, LLC currently provides a Temporary Quick Turnaround (QTA) facility that is customizable to meet size, capacity, and geographic constrains at the Greater Orlando Aviation Authority. The Temporary QTA includes environmentally friendly washing stations that include pressure washing stations, multiple drive through automated wash bays with above ground reclaim system, air compressor, vacuum, and windshield wiper fluid system. The product also includes an Above Ground Storage Tank (AST) for gasoline and fuel storage on demand with multiple fueling dispensers. It also features a modular construction, high efficiency/high volume automated wash system, 980/o water capture reclaim system, backup pressure wash system, low height and weight parameters, access control system, and complete water reclaim/filters.The Aviation Authority staff conducted extensive research and determined that Conrac Solutions Operators, LLC is the only provider of this Temporary QTA; which is patent pending.On March 16, 2022, the Aviation Authority Board awarded a Sole Source Agreement to Conrac Solutions Operators, LLC, for the Temporary QTA Ready Prep Equipment Lease Agreement in Terminal C. The agreement requires Conrac Solutions Operators, LLC, to provide a customizable Temporary QTA facility and equipment to be utilized by Rental Automobile Concessionaires for fueling, cleaning, and washing vehicles. The temporary QTA facility includes environmentally friendly automobile washing stations, pressure washing stations, multiple drive-through automated wash-bays with above-ground reclaim system, air compressor system, vacuum system, and windshield wiper fluid system. The facility also includes an Above Ground Storage Tank for gasoline and fuel storage on demand with multiple fueling dispensers. In September 2022, Terminal C commenced operations without the full-service permanent QTA. For passenger convenience, to reduce vehicle movement, and to avoid passenger confusion, the temporary QTA solution was needed to support rental automobile operations before the full-service permanent QTA was constructed.A full-service permanent Terminal C QTA is part of the Aviation Authority's Terminals A, B, and C Rental Car Expansion program. The preliminary schedule for completion of a full-service Terminal C permanent QTA is on December 31, 2027, or thereabout. The current three (3) year initial term of the Temporary QTA Ready Prep Equipment Lease Agreement with Conrac Solutions Operators, LLC, expires on March 31, 2026, and will need to be extended to continue supporting rental automobile operations in Terminal C until construction of a full-service permanent QTA facility is completed.

Reference #: 26-535-SS / SS-00288Subject: 26-535-SS / SS-00288 - Notice of Intent to Award a Sole Source Procurement for Temporary Quick Turnaround (QTA) Ready Prep Equipment Lease ExtensionGreater Orlando Aviation Authority intends to award a procurement as a Single Source Procurement in accordance with its Policy 450.03, and State of Florida Statute 287.057 (3) (c). Any responses received in reference to this Notice will be for the sole purpose of determining whether a competitive procurement is in the best interest of the Authority. This is not a solicitation, and there is not a solicitation available. A Single Source Procurement is a purchase that is directed to one (1) source because of standardization, warranty, or other factors, which for justifiable reasons, is found to be most advantageous for the Greater Orlando Aviation Authority, even though other competitive sources may be available. A Single Source Procurement is a non-competitive procurement method.All are encouraged to notify the Purchasing Agent (Agent), stating their company/agency name, address, contact name, contact email, and a statement regarding their capability to provide the requested goods or services. All responses and questions must be in writing, submitted electronically via the OpenGov e-Procurement Platform ("Platform"), by 12:00 am on Friday, March 6, 2026. The determination not to compete this proposed action based on the responses to this Notice is solely within the discretion of the Chief Executive Officer for purchases up to $250,000.00, and at the discretion of the Aviation Authority Board for purchases that exceed $250,000.00.
