Summary

The Lancaster County Detention Center (LCDC) is seeking qualified and innovative healthcare providers to deliver comprehensive, cost-effective, and high-quality medical services for our inmate population. Providers will operate a medical, basic dental and mental health services program and provide support services for a population of approximately 200 inmates. Vendors are encouraged to present forward-thinking solutions that balance quality, compliance, and cost-effectiveness. This RFP represents a unique opportunity to partner with an organization committed to excellence in correctional healthcare, ensuring the well-being of individuals in custody while maintaining compliance with all applicable standards and regulations. Healthcare Facilities having considerable experience in providing Inmate Medical Services or other closely related projects are invited to participate. Our goal is to secure a provider that offers patient-centered solutions tailored to the complexities of a correctional environment. The provider shall demonstrate their ability to uphold rigorous standards of care, implement effective quality assurance measures, and support the County’s commitment to operational excellence. The Inmate Medical Services as listed in this proposal shall be awarded to the vendor providing the most beneficial proposal as determined by Lancaster County.

Located at 1941 Pageland Hwy, Lancaster, SC, the Lancaster County Detention Center (LCDC) serves a diverse inmate population with a wide range of medical and behavioral health needs. The facility operates in a dynamic environment where timely access to quality healthcare is essential not only for the safety and well-being of individuals in custody but also for the operational stability of the institution. As national standards for correctional healthcare continue to evolve, the County is committed to ensuring that its services meet or exceed all required regulatory, accreditation, and clinical guidelines.Healthcare delivery in a correctional setting presents unique challenges, including the management of acute and chronic diseases, mental health and substance withdrawal concerns, heightened infection control requirements, and the need for coordinated emergency and off-site care. Ensuring continuity of care, maintaining appropriate staffing levels, and integrating services within the facility’s security structure further underscore the need for a highly capable and organized healthcare partner.A provider who can successfully address these challenges, through strong clinical leadership, innovative care processes, effective communication, and a robust quality assurance program, will significantly enhance outcomes for the inmate population and contribute to the facility’s overall operational excellence. Exceptional performance in this contract will be marked by consistent compliance, efficient service delivery, and a collaborative relationship with detention staff and County leadership.The selected Healthcare Provider will be responsible for delivering a full continuum of care, including 24/7 medical and nursing services, physician oversight, intake screenings, chronic disease management, emergency response, medication administration, mental health assessments, counseling, and coordination of off-site specialty and hospital services. The contractor will also supply and maintain all necessary equipment, pharmaceuticals, and medical supplies, while ensuring proper documentation within the facility’s medical record system.It is the goal that the provided health care services meet all applicable federal, state and local regulations, as well as standards established by the SC State Law (SC Code §24-5-175), South Carolina Department of Corrections (SCDC) current and any potential updated versions, and the American Correctional Association (ACA).
