Summary

The purpose of this Request for Proposals (RFP) is to solicit competitive, sealed proposals from qualified firms capable of providing comprehensive, FEMA-compliant Disaster Recovery and Restoration Services for Volusia County, Florida. The awarded contractor(s) will support the County’s ability to rapidly stabilize, remediate, and restore County-owned or County-operated facilities following emergency incidents, natural disasters, or other events requiring immediate action.This contract is intended to ensure the County can maintain continuity of operations and protect public assets through rapid deployment of restoration resources in accordance with FEMA Public Assistance (PA), 2 CFR 200 procurement and documentation requirements, and recognized industry standards such as those published by IICRC.Contract services will be activated on an as-needed, no-guarantee-of-work basis. Contractors must demonstrate the capacity, equipment, personnel, certifications, and operational readiness necessary to provide 24/7/365 emergency response, including surge capacity during large-scale disaster activations.The County may award multiple contracts if deemed in the County’s best interest to ensure continuity of operations, redundancy of resources, and full compliance with FEMA guidance.

Volusia County is seeking qualified and experienced firms to provide comprehensive, FEMA-compliant Disaster Recovery and Restoration Services to support countywide emergency response, stabilization, and facility restoration efforts following natural disasters, unplanned incidents, and other emergency events. This solicitation encompasses 24/7/365 rapid response capabilities, including water mitigation, fire and smoke damage restoration, mold remediation, storm-related structural stabilization, contents recovery, and all associated documentation required for FEMA Public Assistance reimbursement. Selected contractor(s) must demonstrate robust operational capacity, industry-standard certifications, and the ability to meet stringent response timelines while delivering detailed, audit-ready reporting. Through this competitive process, the County intends to establish a reliable, well-equipped partnership that ensures rapid recovery, continuity of operations, and protection of public assets during emergency conditions.
