Summary
The purpose of this bid and the requirement contract awarded following an evaluation of the bids received is to provide a two-year contract for the lease and regular replacement of components of Portable Deionization (PDI) systems at the Southerly Wastewater Treatment Center (SWWTC) Renewable Energy Facility (REF) and Grease Unloading Station (GUS). This contract will provide high purity turbine-quality water to the fluidized bed incinerator/waste heat boiler unit at the REF. The high purity water is required to generate high-quality steam to drive the REF’s turbine. The water purification system is integral to the incineration process to meet biosolids processing requirements and avoid a shutdown of any plant processes. This contract will provide high purity water to the common steam system of the GUS and Dissolved Air Floatation (DAF) buildings at SWWTC. The high purity water is required to generate high-quality steam for the grease and skimmings handling process. The water purification system is integral to the ability to heat and transport grease and skimmings from GUS/DAF to REF for incineration and avoid recirculation of solids within the plant. The Contractor shall be responsible for the delivery, installation and maintenance as required. The Contractor shall be responsible for all tanks, hoses and conductivity lights downstream of the skid inlet control valve and upstream of the skid outlet isolation valve of the purification system.Non-mandatory pre-bid site inspections are to be scheduled with the facility representative identified in the Detailed Specifications on the following dates: February 5th, 6th, and 9th. Site inspections are to be completed by 2:00 pm on Monday, February 9th, 2026.

The Northeast Ohio Regional Sewer District (Sewer District) protects public health and the environment by leading effective wastewater and stormwater management. As the largest wastewater treatment provider in the State of Ohio, the Sewer District spans 380 square miles, serves 62 communities and one million residents, treats 90 billion gallons of wastewater a year, and manages more than 400 miles of streams. In addition to its award-winning treatment plant and laboratory performance, the Sewer District's Project Clean Lake construction program will reduce annual Lake Erie pollution by 4 billion gallons by 2035, while its Regional Stormwater Management Program addresses widespread inter-community problems like flooding, pollution, and erosion.
