Summary
The purpose of this bid, and the requirement contract is to provide removal, transportation, and disposal of sludge cake produced by the Southerly and Westerly Wastewater Treatment Centers (WWTCs) owned and operated by the Northeast Ohio Regional Sewer District, herein referred to as the “District”. This contract will be awarded in its entirety to one (1) bidder. Southerly WWTC’s primary method of disposal for sludge cake is incineration, however in certain instances (cleaning of cake feed pumps, cessation of incineration, or emergency situations, etc.) sludge cake will still require removal, transportation, and disposal. The contractor can expect to remove, transport, and dispose of approximately 2,460 tons of sludge cake (117 truckloads) over the term of the contract for Southerly WWTC.Westerly WWTC produces sludge cake that will require removal, transportation, and disposal approximately twice per day/seven days a week. The contractor can expect to remove, transport, and dispose of approximately 32,040 tons of sludge cake (1,602 truckloads) over the term of the contract for Westerly WWTC.The Contractor shall be responsible for all permits, fees, tests, inspections, certifications, and applicable requirements relative to the execution of the work specified herein. The Contractor will be paid the flat rate per truck load for removal and transportation. The rate will be used regardless of weight of loaded trailer. The Contractor shall provide all labor, transportation, fuel, parts, materials, tools, equipment, supervision, incidentals, Codes and Standards, personal protective/safety equipment and devices, manuals, procedures, and services necessary for the safe, injury free completion of all services performed under the scope of this Contract, unless otherwise specified (e.g. District owned trailers). The Contractor shall be aware that work indicated under this Contract includes the handling and treatment of municipal sewage and any associated equipment may be contaminated with sewage that may or may not have received some type of treatment. The duration of the requirement contract shall be two (2) years or until the funds appropriated to this contract are exhausted, whichever should occur first from the effective date of this contract.Bidders are encouraged to conduct site inspections at the Southerly and Westerly WWTCs in order to observe several important components of the work specified. The site inspections will show the loading locations, how to properly position the trailers, the coordination that is conducted with the Wastewater Plant Operators to connect and disconnect the trailer loading spouts and vibrator during the loading/unloading process, as well as the driving route through the plant and location of the weight scale at the Southerly WWTC. Non-mandatory pre-bid site inspections at the WWTCs are to be scheduled with the facility representative(s) identified in the Detailed Specifications (DS) on the following dates: February 2nd, 6th, and 9th. Site inspections are to be completed by 2:00 pm on Monday, February 9th, 2026.

The Northeast Ohio Regional Sewer District (Sewer District) protects public health and the environment by leading effective wastewater and stormwater management. As the largest wastewater treatment provider in the State of Ohio, the Sewer District spans 380 square miles, serves 62 communities and one million residents, treats 90 billion gallons of wastewater a year, and manages more than 400 miles of streams. In addition to its award-winning treatment plant and laboratory performance, the Sewer District's Project Clean Lake construction program will reduce annual Lake Erie pollution by 4 billion gallons by 2035, while its Regional Stormwater Management Program addresses widespread inter-community problems like flooding, pollution, and erosion.
