Summary

The Regional Transportation District (“RTD”) has received an Unsolicited Proposal to develop a vacant lot located at 2340 E 40th Ave. and 3940 York St. (southeast corner of E 40th Ave. and York St.) in Denver, Colorado. Per RTD’s Unsolicited Proposal Policy for Joint Development of Real Property, staff have reviewed the proposal and determined that it has merit and that there is significant potential to ground lease the site to a developer.As such, the objective of this Request for Qualifications (“RFQ”) is to select a development partner to implement a project that maximizes density on the site, through predominantly residential development that is compatible with the City and County of Denver’s (“City” or “Denver”) long-term plans for the area. The ideal development partner will have experience designing and constructing residential, office and/or retail buildings, parking garages, and income-qualified housing; leveraging public finance; and working with public partners. RTD will not prescribe a specific development program or financing structure. Instead, RTD expects the ultimate project to reflect the selected developer’s commitment to market viability, innovation, and attainable housing opportunity for Denver residents and families.
