Summary
RTD is seeking a firm to provide Security Officer Services. Because RTD encompasses eight counties and nearly 2,400 square miles, locations and hours of service coverage and post assignments will be fluid and subject to change. Locations, assignments, and coverage hours in this Scope of Work may change at any time according to the needs of the RTD Transit Police Division and as the transit services expand. The Contractor will, at the request of the RTD Chief of Police or the Deputy Chief, conduct random security deployments at various bus stops and on-board buses as needed to deter fare evasion and crime.The Contractor’s security officers will serve many security functions, including providing critical infrastructure security at facilities, bus stations, rail stations, commuter rail stations, fare enforcement, patrol services, foot patrol, and sporting and regional events.Additionally, security officers will serve as the federally required “second crewmember” onboard all revenue service trains terminal to terminal as well as available security officers to cover spare trains pulled into service to replace for a revenue service train taken out of service due to issues for the A, B, and G, commuter rail lines operated by Denver Transit Partners/Denver Transit Operators (DTP/DTO). In accordance with the terms of this Scope of Work, and as requested by the RTD Chief of Police or Deputy Police Chief, the Contractor will furnish the labor, equipment, materials and incidentals necessary to perform the Work to support the RTD Security Model in Section 1.4.

Security services are required 24 hours a day, 7 days a week at assignments across the District. Flexibility is required. Security officers may be permanently or temporarily relocated at any time to meet the needs of the RTD Transit Police Division. Security officers may be armed or unarmed.Security officers do not have any sworn law enforcement authority but are empowered as civilians to perform special enforcement and site security duties under the authority of the Regional Transportation District Police Department. This includes, but is not limited to, acting as a Fare Inspector pursuant to C.R.S. § 42-4-1416 as well as enforcing other laws violated in the presence of the security officer (as is permitted by a civilian under state law), enforcing RTD’s Code of Conduct and Suspension Policy, and securing life and property. Security officers serving as “second crewmember” must meet the requirements outlined in RTD’s Passenger Train Emergency Preparedness Plan (PTEPP) and the conditions set forth by the Federal Rail Administration (FRA) for the “second crewmember”. Contracted security officers are expected to engage with the ridership in a courteous, respectful, and equitable manner.
