Summary
The Capitol Region Education Council (CREC) is soliciting Statements of Qualifications and Proposals from firms with expertise in providing full architectural and engineering services. The purpose of this Request for Qualifications/Proposals (RFQ/P) is to select one qualified firm with the demonstrated experience, capacity, and professional qualifications necessary to provide design, documentation, and construction administration services for the Improvements of Therapeutic Recreation Areas at River Street School project, located at 601 River Street, Windsor, Connecticut.The selected firm will be expected to perform all necessary professional services in support of site planning, civil and landscape design, accessibility compliance, recreational/therapeutic play areas, drainage and grading, and related site construction improvements. Services will include preparation of design documents, permitting, construction administration, and coordination with CREC’s standard A/E contract requirements.

The Capitol Region Education Council (CREC) is the first and largest of Connecticut’s six Regional Educational Service Centers (RESCs). Established in 1966 as a grassroots effort of local school districts under the provisions of Connecticut General Statutes (C.G.S.) Section 10-66a-n, CREC serves thirty-five member public school districts in north central Connecticut. The Connecticut State Department of Education is CREC’s regulatory State agency.CREC is governed by a Council of publicly elected board of education members, each appointed by a member district to serve as a CREC Council director. The term of service for directors may not exceed four years. The Council appoints an Executive Director to serve as CREC’s executive agent. Pursuant to C.G.S. 10-66c, CREC, as a regional educational service center, is a body corporate and politic and, as such, is a public educational authority acting on behalf of the State of Connecticut. The Internal Revenue Service has determined CREC to be an organization described in Section 170(c)(1) of the Internal Revenue Code.CREC’s mission is to improve the quality of public education through cooperative programs.
