Late responses will not be accepted.The purpose of this solicitation is to engage the services of specialized resources and expertise of a Program Management Team (PMT) to assist in optimizing and accelerating the delivery of the Capital Improvement Program.

Established in 1918, the Washington Suburban Sanitary Commission (“WSSC Water” or “Commission”) is currently among the largest water and wastewater utilities in the nation, with a network of 5,900 miles of drinking water pipeline and over 5,600 miles of sewer pipeline. Our service area spans nearly 1,000 square miles in Prince George’s and Montgomery counties, and we serve 1.9 million residents through approximately 475,000 customer accounts. WSSC Water operates and maintains three (3) reservoirs – Triadelphia, Rocky Gorge, and Little Seneca, have a total holding capacity of 14 billion gallons with access to an additional 13 billion gallons of water shared with Fairfax Water and the Washington Aqueduct in the Jennings Randolph Reservoir; two (2) water filtration plants –Patuxent Water Treatment Plant (110 million gallons per day [MGD] maximum) and the Potomac Water Treatment Plant (280 MGD maximum); six (6) water resource recovery facilities – Western Branch, Piscataway, Parkway, Seneca, Damascus, and Hyattstown with a total capacity to treat 95 million gallons of wastewater per day. A portion of WSSC Water’s service area contributes flows to the Blue Plains Advanced Wastewater Treatment Plant, operated by DC Water, which handles as much as an additional 169 MGD under a cost-sharing agreement with WSSC Water, treating on average approximately 65% of the Commission’s wastewater annually. The linear infrastructure operation and maintenance is managed across four (4) depots – Anacostia, Temple Hills, Gaithersburg and Lyttonsville. Under Section 23-304 of the Public Utilities Article (PUA) of the Annotated Code of Maryland, WSSC Water is responsible for annually preparing a six-year Capital Improvements Program (CIP) for major water and sanitary sewerage facilities. Major water and sanitary sewerage facilities are defined in Section 23-301 of the PUA as: Water mains at least 16 inches in diameterSewer mains at least 15 inches in diameter Water or sewage pumping stations Force mainsStorage facilities, and Other major facilities Historically, any projects listed in the CIP that are not required by statute have been categorized as "Information Only" projects. Collectively, the CIP required projects and Information Only projects have been referred to as the Combined Program. In addition to the statutory requirements, WSSC Water is required to comply with the Prince George’s and Montgomery County 10-year water and sewerage plans, as well as approved land use plans and policies for orderly growth and development. For the upcoming Fiscal Years 2026-2031, WSSC Water’s proposed CIP includes an estimated Combined Program total of $4.8 billion. The approved capital improvement budget for FY 2026 is $715.5 million inclusive of an estimated 326 projects. The Combined CIP includes improvements in eight program areas identified below. Projects included in these areas are primarily managed by the Department of Engineering and Construction; however, there are several projects managed by the Utility Services, Production, and General Services departments. Water Distribution (Water Mains and Pump Stations)Mixed-use (Engineering Support Program, Other Capital Programs, Land, Beltway)Interjurisdictional Agreements (Blue Plains, Mattawoman)Wastewater Collection (Sewer and Pump Stations)Innovation and Investment Priorities (Water Supply, Climate Action)Water Treatment and Storage (Water Filtration Plants, Reservoirs, Water Tanks)Water Resource Recovery FacilitiesGeneral Facilities (Central Office – RGH Support Center, Depots, Laboratory, Buildings) Starting with FY2026, WSSC Water has eliminated the use of a completion factor for CIP financing purposes to reduce the appearance of significant under spending in the reporting of the CIP execution, to reallocate CIP funding capacity to other program areas that have been underfunded in previous years, and to ensure that linear infrastructure capital improvement program delivery meets required service levels. In February of 2025, WSSC Water conducted an independent review (CIP Budget Review, Validation, and Process Improvement) and received recommendations to streamline and improve the CIP development, project controls and delivery processes. Given the changes to the current CIP and the need to accelerate quality delivery of the Commission’s annual Capital Improvement Program, WSSC Water is issuing this solicitation to engage a program management team to accomplish the required services in the Scope of Work outlined in Section 3.
