Summary
The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for Corporate Website Re-Design. Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Wednesday, February 18, 2026. Late responses will not be accepted.WSSC seeks a qualified vendor to redesign and develop a modern, public-facing corporate website that enhances the digital experience for customers, stakeholders, and the community. The website serves as a primary communication channel for news and alerts, codes and standards, commission and ethics meetings, emergency work, capital improvement projects, rates and fees, procurement opportunities, and financial reporting, while also supporting extensive customer self-service functions.The redesigned website must provide a contemporary, intuitive, and accessible user experience with responsive design across all devices and current browsers. Vendors must deliver improved navigation, advanced search capabilities, and seamless integration of self-service tools that reduce call center demand. The solution must meet security and compliance standards, align with industry best practices, and employ a minimal, modern theme that illustrates WSSC Water as a trusted anchor institution and community partner. The design should authentically showcase Team H2O as real, approachable, and customer-focused professionals.As part of development, the selected supplier will be expected to assess customer and stakeholder feedback, identify pain points, and propose solutions that enhance usability and overall satisfaction. The final website should support the broad functions of a water and wastewater utility—serving residential and commercial customers, contractors, regulators, legislators, and community partners with a streamlined, efficient, and user-friendly experience.
Full description
The WSSC public-facing website is over four years old and does not reflect us as an anchor institution leaning into innovation and setting the standard for other utilities. Our current site is built in Drupal, managed by the vendor, and hosted by Amazon Web Services.The site was built prior to development of our latest strategic plan, which includes our new SMART One Water mission, vision, values, strategic priorities, and promise. The current site is content-heavy with little white space and imagery, and does not provide a compelling user experience. There is no allowance for multi-column content on our site at all if desired. The website uses Microsoft Co-Pilot chatbot as a supplemental search feature to our current search engine, but it is poorly located and not often used. The site meets accessibility requirements for the upcoming changes in WCAG 2.1 Level AA federal regulations in April 2026. Presently, much of our content that is beyond 2+ years has been unpublished, so it does not display in the search results. While there are some parameters for how long certain documentation must be kept, there are thousands of files (pdf, docx, xlsx) that are linked to the current website but may not be legally required.
