Full description
The Washington Suburban Sanitary Commission (WSSC) intends to establish Basic Ordering Agreements (BOAs) for Engineering Services with qualified Consultants (hereafter referred to as "Consultants") to provide essential support for the Engineering and Environmental Services Division (EESD) in dam engineering services and other related activities on an as-needed basis. The selected Consultants will execute various task orders that will be issued in writing and will encompass a range of engineering activities related to the design, maintenance, and operations of dams owned by WSSC. The Consultants will be responsible for providing all necessary engineering services, including labor, materials, equipment, and overall project management to fulfill the specific requirements of each task order.The three Dams owned by WSSC are the Little Seneca Dam, the Brighton Dam, and the T. Howard Duckett Dam (Duckett Dam). The Little Seneca Dam is located on Little Seneca Creek in Montgomery County, Maryland, approximately two miles west of Germantown. completion in 1985. The dam consists of an earth embankment dam with a maximum height of 99 feet and a crest length of 628 feet. In the right abutment is a 70-foot-wide service spillway with a concrete ogee crest structure, chute, and stilling basin, and a 272-foot wide auxiliary spillway with a concrete ogee crest and earth and rock exit channel. The dam also has an intake tower and a gravity tunnel. The Brighton Dam is located on the Patuxent River in Montgomery County and Howard County, Maryland, approximately 10 miles northwest of the City of Laurel. The concrete dam was built in 1943. The dam consists of an Ambursen slab and buttress structure having a maximum height of 82 feet and a total length of 600 feet. The concrete structure consists of 30 slab and buttress bays that are 20 feet wide. It has an intake tower and a powerhouse. The dam has 13 Tainter-gated spillway sections, silt under sluice outlet, and penstock. The Duckett Dam is located on the Patuxent River in Prince George’s County and Howard County, Maryland, approximately two miles northwest of the City of Laurel. The concrete dam was built in 1954. The dam consists of an Ambursen slab and buttress structure, having a maximum structural height of approximately 147 feet and a crest length of 720 feet. The lengths of the embankment portions of the dam are approximately 75 feet on the left embankment and 150 feet on the right embankment. There is a 1,006-foot long parapet wall on the left abutment and an 862-foot long parapet wall on the right abutment, plus an approximate 300-foot long earth berm beyond the end of the parapet wall. The slab and buttress dam section is comprised of 25 concrete buttresses, spaced 30 feet apart, with 24 bays. The dam has seven Tainter-gated spillway sections, under sluice pipe, and penstock.
