The project requires removal of existing pedestrian hardscape surfaces, removal of two existing canopies, anchoring of new canopies in post tensioned slab, waterproofing, hardscape replacement, erection of three structural steel canopies, power, and low voltage conduits and wiring as shown on the Contract Drawings. Contractor shall supply all labor, equipment and materials for a complete installation as shown.Two additional elements of the project include waterproofing of drive aisles throughout the WeGo Central Facility which will require close coordination to minimize disruption of the active WeGo Bus Facility. The last element is miscellaneous safety improvements to include bollards, concrete demolition, signage and striping.Each of these three elements of the project has its own set of drawings:Central Canopies -Waterproofing - Safety Improvements - Lowest responsive and responsible bidder shall be awarded the Contract.

WeGo's Central Facility in downtown Nashville is the structure where most of the Davidson County Public Bus Service lines originate for outbound and terminate for inbound bus service. This Central Facility named after the first female bus driver in Nashville, is the Elizabeth Duff Transit Center at 400 Dr. M.L.K. Blvd (Charlotte Ave.), Nashville, TN 37219. Part of the facility is on an outdoor elevated deck exposed to the elements. At this location, two outdated existing canopies are located to protect riders from the elements while waiting to board buses. This Central Canopies Project is to remove the existing outdated canopies and replace them with three updated bus shelter canopies including security cameras (by others) and electronic signs (by others).The waterproofing project is for maintenance of the drive aisles throughout the WeGo Central Facility. The challenge will be close coordination with Operations to make Transit Bays available for waterproofing while maintaining Bus Operations and minimizing down time of the Facility.The Safety improvements project is to address operational challenges consisting of Bus Strikes at various locations within the facility. The mitigation measures being constructed here includes bollards to better define bus entrance path to the building, removal of concrete at the horseshoe, and traffic control improvements to include striping and signage.The following instructions to bidders shall also apply:Parking for personal vehicles on the site is not allowed. Limited space for construction vehicles will be limited to the work area designated for construction. This is an active Bus Facility. Bidders are advised that Bus ingress and egress as well as pedestrians will be immediately adjacent to the work area. The successful Contractor shall maintain a safe environment relative to the Scope of Work for Buses, pedestrians, and workers at all times. Safety measures may include barricades, traffic control, pedestrian control, signage and other measures as appropriate at no additional cost. The contractor should be responsible for all traffic control in regard to the project.The Contractor shall coordinate with WeGo Operations staff to ensure safe and efficient operations during construction. Any impacts to the drive lane of more than 60 seconds shall be coordinated to occur between bus movements or outside of bus operating hours. Contractor will be responsible for providing any traffic control necessary to direct buses within the facility. Contractor shall coordinate closely with WeGo Construction Management, Facility and Bus Operations. Coordination may include meetings, weekly schedules, daily check-in’s, etc. Number of personnel, equipment, trucking and material deliveries shall be communicated in advance to WeGO Construction Management, Facility and Bus Operations and maintained as conditions change.Contractor shall list and describe three projects including cost that Contractor has performed in the last five years similar to the subject Scope of Work. These projects must include on site structural steel fabrication, demolition, concrete hardscape. At least one project shall include working in an active facility during construction. Failure to provide a list of adequate projects shall deem the Bidder Non-Responsive. Contractor shall not begin work at the job site until all long lead time items are procured and ready for delivery. Once work at the site begins, the Contractor shall adequately staff the project and working continuously until completion. Contractor shall have and confirm prior to award sufficient personnel capacity - Billing, Project Management, Site Management, etc.Upon mobilization, Contractor’s time for Substantial Completion of the project is 102 work days. Final completion shall be within 10 working days of Substantial Completion. Work at the site shall not begin later than 60 calendar days from Notice to Proceed. Liquidated Damages of $5,421 per day shall apply to any delay to Substantial Completion beyond the 102 work days set forth. Contractor shall maintain the site in an orderly and clean manner at all times. Construction debris shall be removed from the site on at minimum of a daily basis. Contractor furnished trash receptacles, bins, etc. shall be provided and utilized. Contractor is prohibited from using WeGo trash facilities. The Contractor is solely responsible for Life Safety Practices concerning the scope of work, and Contractor's employees, subcontractors, delivery drivers, and vendors.
