Summary
The City of Avondale (the “City”) is issuing this Request For Qualifications (this “RFQ”) seeking statements of qualifications (“SOQ”) from qualified, licensed firms (“Vendors”) interested in providing program management services through the design and construction phases of multiple PFAS treatment facilities throughout the City (the “Services”).
Full description
The City produces and delivers drinking water primarily through a series of production wells and booster station sites. Initial PFAS testing and evaluation has determined that many of the City’s production wells contain PFAS contamination above the National Primary Drinking Water Regulations (NPDWR) maximum contaminant level (MCL) as set by the EPA on April 10, 2024.To ensure continued regulatory compliance, the City performed a Phase 1 Feasibility Study and determined that the construction of PFAS treatment facilities at four (4) separate locations is the most practical and economically feasible approach to compliance, while also maintaining necessary system reliability. The four locations that have been identified for the installation of treatment infrastructure are the Northside BPS, Ranch Santa Fe BPS, Coldwater BPS and the new Garden Trails BPS sites.The City is currently engaged in a Phase 2 Feasibility Study that is developing conceptual designs for each of the four (4) treatment sites as well as performing Rapid Small Scale Column Testing (RSSCT) to identify the most effective media for PFAS removal. The results of these Feasibility Studies shall be provided to the selected program manager.
