Summary
The City of Cleveland (“City”), owner and operator of Cleveland Hopkins International Airport (“CLE” or “Airport”), Burke Lakefront Airport (“BKL”) (collectively, the “Airports”), and the North Coast Harbor (“Harbor”), through its Director of the Department of Port Control (“Director”), invites written Statements of Qualifications (“Statement” or “Statements”) from qualified firms with demonstrable expertise and experience in providing comprehensive Wayfinding Services (the “Project”).These services will support the planning, design, management and implementation of wayfinding systems for both landside and airside areas of CLE, as required by the various divisions of the Department of Port Control (“Department”) and as further described in this Request for Qualifications (“RFQ”). The selected firm will provide staff augmentation to the Department and will report to the Assistant Director of Marketing Communications and Guest Experience.Qualified firms either singly or in joint venture or other legal arrangements (collectively, the "Firm", “Contractor” or “Consultant”) must have the requisite, demonstrated competence and experience in, and a thorough knowledge of, the services required for the Project.

This RFQ is an invitation to firms with demonstrated expertise in aviation wayfinding, signage, environmental graphics and user experience to submit Statements, to the Department, outlining their ability to assess, plan, design and manage the implementation of a comprehensive wayfinding and signage program at CLE.CLE’s existing terminal complex is expected to remain in service for approximately the next seven (7) years. During this period, the Airport must continue to operate efficiently, safely and competitively while serving millions of passengers annually. However, the current wayfinding and signage systems are dated, inconsistent and increasingly ineffective in supporting passenger navigation and overall guest experience within an aging facility.The Department seeks to engage a qualified firm to lead the modernization of the Airport’s wayfinding system during this remaining lifecycle of the existing terminal. The selected firm will assist in evaluating existing conditions, developing a standardized wayfinding strategy, creating design guidelines and implementing improvements that enhance clarity, accessibility and consistency across both landside and airside areas.CLE is the primary commercial service airport for northeastern Ohio and is located approximately ten miles southwest of the City’s downtown. The Airport encompasses approximately 2,045 acres and includes a multi-concourse terminal complex, on-site parking, a consolidated rental car facility, and various support facilities. In 2024, CLE served approximately 5.1 million enplaned passengers, representing a 3% increase from the prior year, with origin-destination travelers accounting for more than 99% of total passengers.The passenger terminal complex includes more than one million square feet across a main terminal and four concourses. Three concourses (A, B, and C) are currently active, supporting 46 aircraft gates, while Concourse D is decommissioned. Thirteen additional gates operate under a common-use configuration.Given this environment, modernization of wayfinding is critical to improving passenger circulation, reducing confusion, enhancing accessibility, and maintaining a positive airport experience throughout the terminal’s remaining operational life. The Department seeks a wayfinding partner capable of providing professional expertise and staff augmentation to guide the planning, design, and phased implementation of an intuitive and cohesive wayfinding program.The selected firm will provide staff augmentation services and will report to the Assistant Director of Marketing Communications and Guest Experience.
