1. Introduction1.1. SummaryIn accordance with Section 287.055, Florida Statutes, known as the Consultants Competitive Negotiation Act (CCNA), the City of Groveland, Florida, (the “City”) hereby issues this Request for Qualifications (RFQ) for an Engineering Design Services for the Groveland North Water Reclamation Facility (GNWRF) to:• Provide the professional engineering services for the planning, design, permitting, and development of construction plans and bid documents (100%), as well as construction administration support, necessary for the construction of the GNWRF, related facilities, and pipeline infrastructure.• Assist the City during the procurement of a construction contractor for the project,• Assist the City in grant compliance, funding compliance, project development, cost estimating, and related services.• Provide any additional services in the successful design, administration and construction of the GNWRF.The respondent firm shall be a registered engineer in the State of Florida who has experience in the preparation of design and bid packages for public facilities and meets the minimum qualification described in this document. Upon the completion of the response review process, the City intends to enter into direct negotiations with the most qualified respondent resulting in a single contract award for a single specific undertaking.The City of Groveland will be utilizing Clean Water State Revolving Fund Planning, Design and Construction Loan Agreement WW350660 to fund this design and associated construction. Time is of the essence in initiating preliminary design elements and documents to maintain compliance with this agreement. City is seeking an expedited schedule for provision of engineering services.

The City of Groveland was incorporated in 1922 and is located in south Lake County, Florida. It encompasses 21.48 square miles (54-square-mile service area) and has a population of 18,505 as established by the 2020 U.S. Census (2022 BEBR estimate 21,633). The City runs under a Council-Manager form of government including five elected officials, the Mayor and four district council members. The City Council determines policy, adopts legislation, and approves the City's annual budget. Council appoints the City Manager, who as the Chief Administrative Officer, is charged with the responsibility of enforcing all ordinances and resolutions passed by Council. The City provides the following full range of municipal services authorized by its Charter: public safety, streets, sanitation/solid waste, parks/recreation, public improvements, planning and zoning, building services, water and sewer, and general administrative services.
