Summary
This procurement includes maintenance services for the Lake Forest Civic Center Landscape and Streetscape. The area includes the Civic Center campus, parkways located along Civic Center Drive and a mitigation area/slopes located behind the Civic Center. The proposed scope includes but is not limited to management of all plants, shrubs, trees, weed removal and spraying, removal of fallen plant material and leaf litter, cleaning and blowing of hard surfaces, and minor repairs. A staff of one (1) is required at the Civic Center Monday through Friday.

About the CityThe City of Lake Forest is located in southern Orange County, California, in the area commonly referred to as the Saddleback Valley, with a population of approximately 85,000. It is the County's thirty-first city and the second largest city within the Saddleback Valley, encompassing 16.6 square miles. The City of Lake Forest's fiscal year begins on July 1 and ends on June 30.The City was incorporated in 1991, operates under the Council/Manager form of government and is considered a contract city. The five members of the City Council are elected by district. They serve staggered four-year terms, with the Mayor being selected annually from among the Council Members. Project DescriptionThe City is seeking landscaping services for the Lake Forest Civic Center. Service areas, hours of operation, frequencies of service and equipment under the provisions of this contract include furnishing all labor and equipment, materials and supervision to perform landscape maintenance as described herein including, but not limited to the control of: weeding and cultivating, fertilizing, trimming, raking, pruning, blowing, training, hedging, watering, manual watering-quick connects, manual watering-hose, irrigation system maintenance, repairs and replacement, pest control, drain maintenance, ensure proper drain passage of excess water, repair drainage grates, rocks, screens, and pipes as needed, plant removal and replacement, clean-up, sweeping, power washing, vacuuming, wash down hardscape areas, trash pick-up, clean-up and empty trash cans, replace liners, weed abatement, leaf removal walks, fence, and wall, etc. repair / replacement, painting, haul, transport, carry, load, dump and/or drag soil replacement, synthetic turf maintenance, power washing/steam cleaning, provide contact with public and 24-hour emergency call out.The services are expected to be completed by June 30, 2029. The City anticipates awarding a contract with an initial term of July 1, 2026 to June 30, 2029. Two additional one-year options to extend the contract are available. If the parties are unable to reach an agreement, the City, at its sole discretion, will not move forward with the renewal option and shall re-procure the work.
