Summary
The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement (https://secure.procurenow.com/portal/nnva), to be received no later than Wednesday, February 25, 2026 at 11:30 pm (local prevailing time).The purpose of this Request for Proposals (RFP) is to solicit proposals to furnish/provide Language Interpretation and Document Translation Services to include on-site/in-person, remote over-the phone and Video Remote Interpreting. Language services must include American Sign Language and Braille for the City of Newport News Department of Human Services.

The City of Newport News has a long history of serving a diverse population with a wide range of social, administrative, and public safety needs. Many residents come from multilingual backgrounds, and some face communication challenges due to language differences, hearing impairments, or visual impairments. To ensure that all residents have equitable access to services, the City has historically relied on professional language interpretation and document translation services.These services have been essential in supporting departments such as Human Services, Human Resources, Public Safety, Fire, Police, Revenue, Library, and the 311 Call Center. The Newport News Department of Human Services, in particular, has utilized interpretation and translation services extensively to assist individuals accessing programs related to Adult and Family Services, Child Welfare, Employment Services, Financial Assistance, and Prevention Programs. By providing language support, the City ensures that residents with significant language barriers can fully participate in available programs and receive the benefits and support to which they are entitled.Over the years, the City has expanded the range of services to include not only foreign language interpretation but also specialized communication formats such as American Sign Language (ASL) and Braille. These services have been made accessible through various media, including informational posters, postcards, and wallet cards, helping residents identify and access the language support they need.By maintaining a network of qualified interpreters and translators, the City promotes inclusivity, accessibility, and effective communication across all departments, reinforcing its commitment to meeting the needs of every member of the community.
