Summary

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement (https://secure.procurenow.com/portal/nnva), to be received no later than Friday, February 20, 2026 at 5:00 pm (local prevailing time).The purpose of this Unsealed Request for Proposals (URFP) is to solicit proposals to develop a culturally relevant multimedia campaign to increase awareness about the dangers of opioid overdoses. This campaign should align with community based effort aimed at addressing the opioid crisis in Newport News, particularly within Black communities.

Newport News has experienced a disproportionately high increase in opioid overdose death rates among Black individuals. The project integrates environmental marketing in impacted communities. The need was determined using data from emergency services and treatment centers.
