Summary
The City of Norfolk’s Department of Public Works (the “City”) is seeking proposals to provide environmental conservation services on an as-needed basis. The City will provide a more detailed scope of work for each specific request for environmental conservation services required under the resulting Agreement. The selected offeror shall relinquish all rights in and the ownership of any work product completed during the performance of any agreement awarded as the result of this RFP, and such work product shall become the sole property of the City without future usage restrictions of any kind.

Over the past five years the City has set aside $100,000 every fiscal year to fund environmental conservation services. The goal of this Request for Proposals is to find a Contractor who will assist with development and tracking of stormwater Best Management Practices (“BMPs”) on residential properties. Besides the primary function, the Contractor will collaborate with the City to develop and establish innovative and creative solutions to existing or new programs in residential BMP design and construction. The Contractor will also be tasked with bringing additional resources, such as homeowner cost-share or outside grant funding, to reduce City’s cost burden with the goal of providing additional projects or programs related to BMPs. Annually, the Contractor will work with the City to develop a plan for the upcoming year based on the budget and Scope of Service items in this RFP. The Contractor must be flexible in implementation and execution of the agreed upon plan based on the changing needs of the City and public interest. The Contractor may also be asked to provide additional services such as design services, coordination of construction of projects, purchase of needed program materials, and development of Homeowner Agreements and Inspection Forms.
