Summary

The City seeks a CONSULTANT to provide support over a period of five (5) years in meeting San Francisco Bay Municipal Regional Stormwater NPDES Permit Order R2-2012-0018 (MRP) requirements. Primarily, CONSULTANT support will focus on tasks related to Provisions C.2 (Municipal Operations), C.3 (New Development and Redevelopment), C.11 and C.12 (mercury and PCBs, respectively), and C.21 (Asset Management). The City also seeks support to identify funding needs, develop a compliance budget plan, and evaluate and adapt existing programs and City compliance processes. The CONSULTANT will also provide support during the next permit term as needed. Per Provision C.3.j of the MRP, the City is implementing its GSI Plan that was submitted in the previous MRP term. The City now includes GSI language in relevant plans and developed a City-specific GSI Specifications Handbook and a Maintenance Manual (visit paloalto.gov/GSI to view these documents). In addition, the City is required to treat 3.92 acres of impervious surface with GSI during the permit term (2022-2027) and to search for additional opportunities to build GSI when feasible. The City seeks support to identify and prioritize GSI opportunities in the City right-of-way and on its parcels and to prepare preliminary project designs of the top 5-10 priority locations as budget allows. The City requests that the CONSULTANT present a proposal for how the products will be created and how the workplan will be phased for implementation. The CONSULTANT should consider task overlap and sequence project deliverables efficiently when proposing a project schedule and budget. The CONSULTANT is encouraged to suggest refinements and innovations to the task goals. City staff will work closely with the selected CONSULTANT to develop and review work products. The use of sub-consultants for specific tasks is acceptable. The CONSULTANT is expected to be familiar with the most up-to-date resources and best practices available from the region and nationally.
