Summary
The City of Palo Alto Utilities (CPAU) is seeking a qualified consulting firm to provide comprehensive NERC and WECC compliance support for its Electric Utility. The primary objective is to ensure CPAU remains fully compliant, audit-ready, and responsive to evolving regulatory requirements. CPAU is registered with NERC as a Distribution Provider (DP) and currently maintains a null list of Bulk Electric System (BES) Cyber Systems and requires ongoing expertise to assist with applicable Reliability Standards, effective internal controls, and successfully navigate WECC, NERC, and FERC oversight activities. The selected consultant will provide ongoing compliance and advisory services, including development and maintenance of compliance documentation and evidence, internal compliance reviews, audit preparation and support, regulatory monitoring, training, and compliance management system support. This engagement is intended to strengthen governance, improve consistency and efficiency in compliance processes, and provide clear insight into compliance status and risks. CPAU is interested in engaging experienced, high-quality consultants with demonstrated NERC/WECC expertise and a practical, collaborative approach to electric utility compliance.
