The City of Phoenix invites sealed offers for Occupational Medicine Staffing Services and Electronic Health Records Management for a three-year term, with two, one-year options to extend the contract, commencing on or about October 1, 2026, in accordance with the specifications and provisions contained herein or the “Effective Date” which is upon award by City Council, conditioned upon signature and recording by the City Clerk’s department, as required by the Phoenix City Code, whichever is later.This solicitation is available through the City’s Procurement Portal. The City of Phoenix Fire Department (PFD) is seeking an experienced Contractor to provide medical and occupational health professional staffing services, including electronic records management for the Phoenix Fire Department Health and Wellness Center (“PFDHWC”). Additionally, Contractor will provide and utilize an electronic medical records (EMR) system for records retention, management, scheduling, and documentation.The PFDHWC has been in operation since 1987 with the primary purpose of providing annual physical fitness evaluations and exams, pre-hire physical exams, annual health screenings to include recommendations for follow up with primary care provider or specialist, exposure counseling and follow-up, industrial injury evaluation, determination of need for diagnostics, specialty referrals, physical therapy rehabilitation and case management. The PFDHWC prides itself on maintaining confidentiality. Protecting the privacy and security of all members’ health information by following national standards and ensuring members are aware of the Privacy Rule. All services provided by the contractor shall be in accordance with the most current, established industry standards, which are expected to evolve throughout the duration of the contract. Contractor must offer a multidisciplinary approach to treating the entire firefighter to include physical, mental and emotional wellbeing, and services must be provided in accordance with the Federal Occupational Safety Health Act (OSHA) requirements and National Fire Protection Association (NFPA 1580 and 1582 Standards (NFPA 1580 Standard for Emergency Responder Occupational Health and NFPA 1582 Standard on Comprehensive Occupational Medical Program), with integration of the Fire Joint Labor Management Wellness-Fitness Initiative (WFI) as appropriate.
