As the City of Pittsburgh's building code regulating and enforcement agency, the Department of Permits, Licenses, and Inspections (PLI) strives for industry best practices. PLI is seeking a list of qualified providers for technical and non-technical related training. Training required includes building code and systems related training emphasizing a hands-on "experiential" curriculum, and interpersonal/ soft skills including customer service, coaching, and team dynamic training.Qualified building code training providers should be an International Code Council (ICC) preferred provider. Non-preferred providers are less likely to receive contracts to perform work with PLI, but are not excluded. As a requirement of the national and state certifications held by PLI building code officials, at least 50% of training must be from ICC preferred providers.Interpersonal/Soft Skills and Customer Experience training providers are not required to be ICC certified.Providers should be accredited trainers, and will be required to submit proof of accreditation.The Department of Permits, Licenses, and Inspections (PLI) is the government entity responsible for the review, approval, and issuance of permits for all buildings and structures within the City of Pittsburgh, enforcement of the City of Pittsburgh building, property maintenance and zoning codes and the regulation and issuance of contractor, trade, and select business licenses.PLI focuses workforce training on technical skills to ensure that all personnel receive required building code certifications and meet PA Labor & Industry mandated continuing education requirements. PLI recognizes the need for a holistic training model, including the use of real-time or real-world examples of the codes enforced. PLI has approximately 120 employees which currently includes 62 inspectors (several specialties), 14 plan examiners/ MCPs, 12 permit technicians, and 18 supervisory level code officers.In addition and no less important are the non-technical skills equipping our team. A positive workplace culture has a profound impact on organizational success. PLI recognizes the need to adopt essential “soft” skills trainings to improve employee satisfaction, team alignment, and customer experience to the public through workforce development.
