Summary

The City of Richmond, Virginia (the “City”), on behalf of the Department of Public Utilities (“DPU”), seeks bids from qualified electric power utility firms to provide staff augmentation services. The City requires staff augmentation in the areas of distribution construction, troubleshooting, system damage repair, and other support services (the “Work”). The Work will entail pole replacement/installation, circuit re-conducting, trenching, directional boring, duct bank installation, and cable installation/replacement.

DPU owns and operates an electric distribution utility with five substations, approximately forty five thousand poles, thirty seven thousand streetlights, more than 300 miles of overhead and underground conductors, and related systems infrastructure. The Electric Utility Department, Electric Distribution Division provides services for the operations and maintenance of the electric systems. The staff augmentation specified below in the Statement of Work will support the City’s currently limited department staff, allowing the department to be better leveraged to manage and make use of a full high voltage line service contract.
